The data for this facility shows a conflict between high permanent staffing levels—well above state averages—and a recent increase in regulatory inspection findings and significant weekend staffing reductions.
Analysis of public records for Ocoee Transitional Care Center LLC reveals a profile of high nursing volumes coupled with a rising number of health inspection findings. The facility provides 5.81 total hours of nursing care per resident per day, exceeding the state average of 3.85 hours. Furthermore, registered nurse care is reported at 1.46 hours per resident per day, more than double the Tennessee average of 0.61 hours. Notably, the facility reports 0% use of contract or agency staffing, suggesting that all care is provided by permanent employees, which can contribute to greater continuity of care.
However, the data indicates concerns regarding staffing consistency and regulatory compliance. There is a significant 49% decrease in registered nurse staffing hours on weekends compared to the overall daily average, suggesting a reduction in higher-level clinical oversight during those times. Additionally, the most recent health inspection in August 2023 resulted in 13 findings, an increase from only 2 in the previous cycle. These findings included issues with medication error prevention, pharmaceutical services, and resident rights regarding treatment refusal. Furthermore, fire safety records show uncorrected findings involving fire alarm system maintenance and the establishment of an emergency preparedness program. Quality measures for short-stay residents currently sit at a 2 out of 5 stars rating, indicating that performance on clinical outcomes for temporary residents is below state and national benchmarks.
The facility reports 5.81 hours of total nursing care per resident per day, which is significantly higher than the Tennessee state average of 3.85 hours.
Registered nurse staffing levels on weekends (0.74 hours) are 49% lower than the weekday reported average (1.46 hours).
Inspection records from August 2023 show 13 health inspection findings and 8 fire safety findings, including issues related to emergency preparedness and fire alarm maintenance.
This shows how the facility's federal ratings have changed over the past 24 months. Consistent high ratings suggest stable quality, while declining trends may warrant further investigation.

Staffing depth is the strongest predictor of care quality. Facilities routinely cut staff on evenings and weekends — the shifts when falls happen and call lights go unanswered.

"We highly recommend MorningView Transitional Care Center when you are searching for a facility to care for a loved one. You walk in the front door and are greeted by Jama, who will put a smile on your face every time you see her. The facility is clean, nicely decorated, and does not smell of disinfectant or waste. We did not meet a single employee, from the custodial staff to the administrative staff, that did not seem to love their job. The nursing staff, physical and occupational therapy staff, and the custodial staff always spoke to our mother with kindness and respect, even when our mother was not completely responsive. The staff at MorningView Transitional Care not only takes care of the patient, but they also take care of the patient’s family members. We were so over our heads when we first contacted MorningView regarding our mother, and they held our hands the entire way. They provided thorough recommendations and guidance based on their assessments of our mother, and we appreciated their honesty and support. Our family is very grateful that these professionals were there to assist us during a very difficult time. In addition to Jama, we specifically want to thank Tiffany and Lindsee in admissions and Vanessa and Tiffany in social services. We don’t know what we would have done without MorningView Transitional Care and we always felt that the they were looking out for us."
"Horrific. Unprofessional, snotty LPNs. The rudest nurse's station lady ever. There are some good eggs, but this facility ultimately is awful. I wouldn't even let this place care for my dog. They don't care about the comfort or diagnoses of the patients. They act like they know better than the patient themself and their families. They do not know a thing. Please, if you really care about your loved ones, keep them as far away from this place as possible."
"Most of the nurses were very, very kind. One nurse ruined it for the rest of them in terms of ratings... Unempathetic. Would not recommend this place simply due to her actions. All of the other nurses and staff were incredible during the stay. However they are severely understaffed. The lady at the reception desk who answers patient's room calls is also rude and snarky."
"I cannot say enough good things about the medical staff and employees at TTC at Morning View. My husband spent 20 days at the facility for rehab after losing his left leg to diabetes. I hope it's okay to put names because these individuals need to be recognized for their wonderful care. The nurses and CNAs, my buddies, always ready to take care of any little thing for him or myself. Rhianna, Shannon, Jayden, Kristy, Heather, Summer, Kat and Valerie. Rhianna and Heather are the true definition of a nurse. Without Addie's (the amazing PT) encouragement, support and praise, he would not have been able to meet their set goals in the short amount of time. Everyday I was greeted by Jama. She always had a smile on her face and made my visit the most wonderful welcoming experience. Maggie, the NP, also went above and beyond. I can't forget the housekeeping team. They were so wonderful and extremely friendly. Made certain his room was spotless. The Administrator, Scott, introduced himself to me this morning and was as welcoming and kind as those previously mentioned. Now with every good review their has to be a but/however....However, there were some nursing staff who did not need to be in this profession and should consider a career change. No names for recognition. Lord forgive me, not deserved. There was more great experiences than bad. TCC is truly a great facility and I recommend it to anyone needing transitional care."
"During the summer of 2025, Morning View assisted with our rehab of extensive right and left side pelvic injuries. The therapy team, nurses and staff worked with us for nearly four months. The entire team at Morning View took a total approach to manage the initial trauma, the mental and physical stress of limited bed movement, and spiritual healing. From difficulty moving in bed to assisted walking, we can’t say enough positive things about the caring support, encouragement and professional assistance received. We highly recommend this facility to anyone who needs temporary therapy to become independent again."
"TTC at Morning View has been wonderful all the way from admission to cleaning the room. My dad has been in and out of the hospital a few times and comes here for rehab. The staff is always answered questions and kept me informed. I would highly recommend this facility."
"Moms stay was 1 week to long. Food is as usual for the facility. Room was clean and staff was nice but seemed to be in too much of a hurry to stop and care. I over heard some talking about not being able to eat lunch. As a retired army nurse, some things never change for better. Thank you to the staff who try but sometimes a corporation shouldn’t l about money and breaking policy."
"This is my third stay at Morning View. There have been numerous changes and new construction since the ownership has changed. The nurses, therapists, and staff are wonderful. The Activities Director Paige and her assistant Gracie were fantastic. Each day things were planned that got the patients out of their rooms participating in games, popcorn/coke parties, gift exchanges, and Christmas in July activities. So being healed physically was paired with healing spiritually and emotionally in the Activities Program."
"Sister in law admitted 8/23/24 for rehab pt at facility, multiple issues with level of care, attention of staff and medical care. She had had a blood clot in lung and pneumonia. Staff was too busy to address these concerns. Horrible care at this facility. Director was aware of situation when they were involved. Do not take your family Here until they resolve their issues."
"Gracie & Paige was awesome in the activity area you will win prizes they keep you very much entertained and they play our kind of music they are fantastic people. The therapist keep you on your toes I guarantee you that and if that's what you need this is the place to be. My stay here for the two and a half weeks was very good they came when you needed them and they got whatever you needed. Morning view was very clean, the food was decent. Thank you for taking care of me when I needed you."
